Its effective because non-judo fighters don't go for the neck, or underestimate the judo strangle/submition holds.
The wrestler went fot the legs, the judoka hold his gravity center, so he won

wrestling compared to judo and jj is like boxing compared to mma. it may not be the ultimate fighting system but it is indeed an art.

it's called 'hadaka jime' (roughly translated to 'naked strangle', as it doesn't rely on the clothing for leverage). this variation is (i think) referred to by the bjj crowd as a guillotine choke.

it is actually a pretty common defense against wrestlers who come it with their necks exposed like that trying for their 'double leg takedown' (moroto gari in judo).
