The case in Winnipeg was due to criminal negligence, not of the system being a problem.

The guy dying in the ER has nothing to do with the system. It has to do with criminal negligence. It's the responsibility of certain hospital employees to check the ER waiting rooms. These employees failed to do their job and deserve to be charged.
